WebTrouble is credit heist is filled with enemies who have AOE, so tanks main purpose to soak up hits and keep poorly protected toons safe doesnt work. Cad Bane is a good choice BUT NOT for the damage he deals. He is easy to farm up to 7* from the GW store and thus is a great choice for a low level character trying to complete Credit Heist.
